New England Board of Higher Education (NEBHE) Data Capacity Planning (2013)

The New England Board of Higher Education (NEBHE) (www.nebhe.org) contracted Hezel Associates to conduct a study of data planning and development capacity in K-12 and higher education in the six New England states. The goal of the study was to understand the capacity of states to share secondary and postsecondary data to support an informed and effective college readiness and completion agenda. This research examined the policies, planning, organizational structures, funding strategies, and operations that states have established to develop and sustain excellent interconnected longitudinal data systems.

Hezel Associates researchers used qualitative methods to conduct this research. Through extensive reviews of the existing literature, and interviews with national longitudinal data systems experts and state longitudinal data systems’ leaders, Hezel Associates created a roadmap for the New England states in order to provide them with guidance for future collaboration, leadership, policies, and action with respect to the development, functioning, and maintenance of K-20 LDS.
