Syracuse City School District received a grant from the New York State Department of Education to design and implement an Extended Learning Time (ELT) program for 12 community schools. The schools will partner with community based organizations (CBOs) to deliver ELT services to over 2,000 students in grades K-8. The program is targeted at academically at risk students to supplement their academics and engage students in enrichment activities. Hezel Associates will serve as the external evaluator of grant activities to monitor program implementation and impact, and provide summative feedback to guide program improvement.
Hezel Associates’ evaluation of the ELT program is designed to assess implementation fidelity and quality, as well as to explore the impact of ELT on student enhancement and youth development. Our research questions address the quality of the youth development activities, the level of participation by partners, the effectiveness and efficiency of partner operations, and successes and challenges of ELT activity delivery. We will provide SCSD with a summative report of methods, findings, and recommendations to inform decision making for the second year of ELT implementation.
