NHTI-Concord's Community College TAACCCT (Round 4) Evaluation (2014-2018)

NHTI, Concord’s Community College in New Hampshire (www.nhti.edu), has NHTIdeveloped the Growing the Economy through Information Technology (GET IT) program through a Department of Labor grant. This program, funded by the Trade Adjustment Assistance Community College and Career Training (TAACCCT) program, is intended to create new facilities and delivery options for information technology programs, ultimately expanding the capacity of these associate degree and certificate programs. The project began in late 2014 and will continue until fall 2018.

To assess the implementation and impact the GET IT program has on students, NHTI hired Hezel Associates as their third party evaluator. Using a mixed methods design, Hezel Associates researchers are examining specific research questions regarding how and with what quality the program was implemented, as well as what student outcomes were attained, in terms of employment and wage changes. Data are being collected via reviews of program documents, telephone interviews with program staff and affiliated local employers, and a student questionnaire; and both qualitative and quantitative analysis methods are being used. In addition, Hezel Associates will investigate student outcomes by gathering employment and wage data of participants and a pre-defined comparison group. These data will be analyzed in later years of the project using Propensity Score Matching (PSM) and multilevel linear modeling.

Formative feedback, in the form of brief memos and annual reports authored by researchers, will allow NHTI to be continually informed of their progress toward project milestones and to quickly identify any challenges revealed by the evaluation. The evaluation and the associated feedback will assist project staff in making informed programmatic improvements.
