Onondaga Community College TAACCCT (Round 4) Evaluation (2014-2018)

Onondaga Community College (OCC) (www.sunyocc.edu) was awarded a Round 4 United States Department of Labor (US DOL) Trade Adjustment Assistance Community College Career Training (TAACCCT) OCCgrant in September 2014. The Round 4 TAACCCT project is designed to train individuals to gain employment in high-skill, high-wage careers in Agribusiness and Food Industry sectors. Hezel Associates is partnering with OCC to conduct a third-party evaluation of the quality and fidelity of the implementation as well as the impact of the project on participants.

Hezel Associates will apply a mixed methods study design in the implementation and impact evaluation. The implementation evaluation will contribute to formative feedback by analyzing processes applied, assessing operational strengths and weaknesses, and making recommendations regarding how implementation might be improved to increase net impact for participants. Data required to provide this feedback will be collected through reviews of program documentation and deliverables, interviews of program staff and faculty, interviews of employers and industry stakeholders, focus groups of program participants, and an annual longitudinal participant questionnaire. The assessment of the impact of grant-funded activities on participants will apply a quasi-experimental design using matched participant and comparison groups identified through a propensity score adjustment. The impact analysis will be conducted in order to assess educational and employment outcomes of interest.
