  • Tracking longitudinal changes over time

  • Taking a system-wide perspective that considers the activities of users and non-users

  • Balancing needs assessments with changes in needs and/or usage practices over time

  • Providing evidence of a broader impact by determining how adaptable the model is and how likely
    institutionalization is to result from the model
